[Netkit.users] Installing OpenSSH hangs with "ununderstood data member control.tar.xz, giving up"

Hi all,
I'm trying to install OpenSSH server on the Netkit latest stable release, but I'm running into some issues.
I have mounted the model filesystem on the host and configured a name server in /etc/resolv.conf, using the procedure explained in the FAQ.
However, the installation process hangs abruptly with the following message:

Activating the APT::Force-LoopBreak option doesn't solve the problem either, as I get an error stating that /var/cache/apt/archives/locales_2.26-6_all.deb is not a valid DEB package and the following three messages.

I can't update dpkg (currently at 1.15.7.2) as I run again in the last three messages.
What should i do?
