[Netkit.users] Disable Teql

Dear Emanuele,

if you really want to get rid of the teql interface, I'm afraid the only
option is to recompile the Netkit kernel in order to disable the
equalizer network scheduler (CONFIG_NET_SCH_TEQL), or turn it to a
loadable module. Unfortunately, this option is currently compiled in the
kernel.
