Actually I had that problem with F3.0a and K2.3. too.
I started from a new filesystem. Then I resized it, mounted it on the
host machine intalled the following packages:

apt-get install dpkg-dev fakeroot dpatch gcc libncurses5-dev
libreadline5-dev texlive-latex-base texlive-generic-recommended
texlive-latex-base texlive-generic-recommended libpam0g-dev imagemagick
gs-gpl groff po-debconf autotools-dev gs-gpl groff autotools-dev
po-debconf debhelper libcap-dev texinfo g77 gawk libsnmp-dev

Downloaded the source of Quagga:

apt-get source quagga

Then to generate a debian package of Quagga I had to :

# cd quagga-0.99.9

# mount /proc

# fakeroot dpkg-buildpackage -b -uc -us

Before to do the mount /proc the fakeroot was giving an error related on
the mount of /proc also if mount /proc was in the fstab.

I hope this can be useful for you to understand.

Best Regards,
Paolo
